Of course. Motor vehicles that are moving too slowly pose an extreme hazard on the road. Read your driving rules . It is there.
If they HAVE TO move very slowly, they have to be preceeded by a towing truck with full blinkers on and Followed by another one with full blinkers on.
This happens when the load is a full house being transported from one end of town to another. And they move faster than 2 miles. Then you may also need a special permit or at least inform the traffic division.
Depending on the traffic,you might get told to pull over and phone a tow truck to get you where you are going.
It would help if you were caught driving with your hazard lights blinking, you probably get a stern warning to get your vehicle off the road.

I'd probably observe to see what was going on first. Run a tag check. The driver's race would not matter, only the behavior.

If it was out on the highway, I'd pull him over for sure.

It depends on the speed limit, but yes, driving slow is a clear sign of impairment. DUI or medical emergency.

yeah they will give u a ticket my one friend got a ticket for going 1 MPH over the speed Limit in Detroit Mich lol

Yes, I would pull you over b/c you would probably be high as a kite. Considering you're traveling 2mph

dam right. would indicate (usually) drunk driver or maybe even a driver with a medical condition that needs assistance.
