Yes, that's what it means. It's a cliche, but it means for whatever reason she doesn't want to get romantically involved with you.

not necessarily. maybe she's just not lookin' 2 get involved in a serious relationship. that doesn't mean she's not interested. at least there's still the offer 2 have some kind of relationship (friendship)
