Male dogs don't go into heat and the female is pretty young to be in heat. Definitely get him neutered ASAP and that will reduce his sexual behavior. Dogs don't reach sexual maturity until around 6 months. It can be a little earlier or later but not 10 weeks. There might be another problem. Regardless of if she's in heat or not, the "humping" behavior is both due to male instincts to breed and can also just be a behavior showing that he is the dominant dog.

Wait it out. First of all, she is most likely in heat, not him. It's not his fault- he's designed to go crazy when he senses her hormones. He's probably a LOT more frustrated than you are. Keep them separated and get them spayed and neutered as soon as you can.

seperating them just by putting them in seperate rooms isn't gonna do it, even though getting them fixed is a good finish, is there anybody that can take her until the day that you get them fixed. Oh by the way do not take them in together, take one in, then the other or transport them seperately.
