you have to show BOTH dogs that YOU are boss not the first dog ...dont give the first dog privileges. everything must be earned
make both dogs equal and you the boss and they will have to get along

Hopefully after you've established you're the leader of the pack they'll figure out between the two of them who is more dominant (you can't determine it nor does age or size dictate it--nature does)..BUT sometimes animals in the same household will never be friends... that's also nature. You can't make them like each other. When adding a new critter to any household the owner should always understand there is a possability that the critters don't get along and will in the far spectrum have to be seperated from each other (if they hate each other). If they're not fighting but not playing with each other either ... than that's life as dealt out.

You may try to socilize them at dog parks to get them more playful overall and that could (no guarantee) make them more playful with each other.

Jack Russell Terriers are notoriously aggressive with other dogs. And at 2 years the dog is at his social maturity peak which means he will fight to show his position in the pack.

If you bought a dog of the same sex then you may always have fights and if bought another terrier then you may never get them to get along.

You need to get a behavior specialist that understands not only behavior, aggression but also terriers.

Terriers are a breed in their own and require a lot of work and training to keep them on their toes.

Make it happen. Who's the boss here? You or the Jack Russell? What are the dynamics of the house relationship between you and the dogs? And between the dogs themselves?
