Are you sure you don't mean hell bent?
It means that they are stubborn.
" I am hell bound to get a good grade on my SATs"
that Equals " I'm gonna study till I drop to get good grades on my SATs"

Nobody is without hope until the last moment when he gave up his breath. The thief on the cross was hellbound and everybody in Jerusalem though he was sure to burn in hell finally, but before he breathed his last, he was saved by the Saviour and was assured of heaven.

To me, being hell bound means a person hasn't accepted Jesus Christ as their personal savior. If a person goes to hell, they go there as an intruder because it wasn't made for us. Hell was prepared for Satan and his demon workers. There is always hope of salvation unless we blaspheme the Holy Spirit. Just as the garden of Eden was created for Adam and Eve, Heaven belongs to us if we obey Him. All we have to do is obey Acts 2:38-39.

If you would of spoken with me ten minutes before I was saved I would of told you that Jesus was the instrument of a republic pretending to be a democracy to control us. I would of believed this and told you I would be happy in Hell. Then I met Jesus face to face so to speak and everything changed just like that.
As long as we are breathing, there is always hope.

No. It simply means that they are currently walking a path that will eventually lead to Hell. According to the Bible, however, everyone has hope of salvation.

My perception is that they have determined not to change and are going to hold onto errant beliefs no matter what. People like this generally do not care about Hell or Heaven and don't believe it exists. Pray for them.

Generally, refers to someone who's current path is leading them to hell, but I think there is usually hope. Then again, sometimes there's not. (Pharoe of egypt from the Exodus, for instance).

Everybody has a chance. If they die before making a decision for Christ they lose their chance.
