buy them a potty seat with their fav characters this helps alot of children. it helped my neice and also my daughter when she was almost 2 to be potty trained.
My neice is 3 and recently potty trained with the dora the explorer seat.. they sell these at walmart..

If you have boys play the aiming games, cheerios , and they have other things that can go in the toliet as well (toysrus, walmart)

Have them sit on the potty for awhile and them let them get up.. when you see they look like they need to potty rush them to the potty and make the sit on it, let them flush the toliet , and make sure the other one watches so they can learn from example..

You can also get one of those charts , and everytime they go to potty or do potty things give them a gold star , its a great reward for doing something good ..

We had a similar issue with our younger son. Just keep them in diapers until they tell you that they want to be grown up and use the bathroom. Every time their diapers are changed or when they have to quit playing for a change, repeat the message.

are they scared of the bathroom, or the toilet flushing? My son is still going through fear of monsters that he thinks are hiding in the shower. I usually stand in the doorway with my eyes turned away. This reassures him so he will go.

One of them could have a bladder infection or something and the other one is copying her behaviour. You should take them to a doctor to make sure nothing is seriously wrong.
