what is a phone friend?

I asked this girl for her number and talked to her on the phone a few times I asked her out twice and she had legitamate reasons for being busy ie concerts and things she had tickets for. but the third time i asked her out she said she just wanted to be phone friends we contuinued to talk she seemed to not like the idea of not talking at all should i continue to be phone friends or just wash my hands of the situation
