it is talking about slave rights and all. before the civil war. PLEASE make a clear translation. I can understand the instrument and everything.

It would be nice to see the whole of the text, but i believe this statement basically says: "claim none of the rights and privileges which the law provides for and secures to the citizens of the United States."

This is good writing for today, too. It's just policy language. Is this the Emancipation Proclamation? There are lots of interpretive comments online that could help you with your homework.
