These are torpedo tubes that sit on the deck of the ship (usually a destroyer) instead of being built into its structure. They are usually reusable but sometimes are more like self-contained single use munitions. The torpedo needs a small charge to get it over the side of the ship and into the water because compressed air alone isn't enough. On the other hand, they're much faster and easier to fire. Almost by definition, external tubes are used mostly against other surface ships because the torpedo runs shallow.
