If you're talking about digital pictures: It is a hard thing to do, and it takes some time to get it to look real. You can do it with Adobe Photoshop, but as i said, it requires experience, and time.

For real pictures, you have to take it to be airbrushed by a professional. I'm not sure how real it will look, but if it doesn't turn out well, your picture will be ruined.

Scan, copy and save your original.
With the digital image, run it through a photo program like photoshop. Using layers and copies you can change any background with a little practice.

You have to used ' Magnetic Lasso Tool' to draw the person out of the first picture ,then used colour paint bucket tool to paint a colour on a New File, paste back a picture to a New File, so that it wouldn't damaging your picture.
