Pick them up and buy him/her a lot of toys!!!
Honestly though, he's bored. Buy him chew toys. Good, strong chew toys, not wimpy ones.
My suggestions are the hollow bones you can buy filled with peanut butter and then refill later. These bones have been pasteurized, so they're clean and safe. Also the Kong toys, bully sticks, and rawhides (compressed only as the others can cause blockages) are good for chewers.
Puppies like to chew/mouth on things. This may increase or decrease with age, but to be safe here is how you can train him... After you buy him the toys, if he starts chewing on a sock you accidently forgot to put away, get a toy and hold it out to him. After he takes the toy (and only after), stop him for a second and give him a nice treat. This way he might learn the proper chew toys.

Make sure you dont hit or hurt your dog in any way.
What you can do is figure out what food/snack your dog absolutely hates. Have your dog get the scent of that food so that he remembers it. Get a clean sock, show the sock to the dog, rub some of the food on the sock. Show the sock to your dog again and offer your sock to the dog. The dog wil get the smell/taste of the sock. Do that a couple of times and each time your dog sees a sock he will think twice about chewing it.

correct the dog when it does this. use a loud strong voice but don't scream at the dog. that may make the problem worse. how old is the dog. it may need a chew toy as an alternative.

Quit throwing your socks all over the place for your puppy to find. Anything you leave out is fair game in puppy-land.

pick them up. Keep him confined when you're not with him. I know a dog who had to have a sock surgically removed.

Don't leave your socks where he can get them.
Puppies are great for teaching us to clean up after ourselves.....
