Peta Wabb is the only one who has the right answer so far.
To get into Canada you just need a piece of government issued photo ID (such as a driver's license) and proof of citizenship (most commonly, a birth certificate) A passport can be used instead of these documents., because you need both of these to GET a passport in the first place.
The confusion is over going to the USA or returning to the USA. This has nothing to do with coming into Canada.
Effective on January 23, 2007, if you are travelling by AIR, you will need a passport to go to the USA. (this date was changed, which added more confusion)
Effective January 2008 (or if they change the date, again) you will need a passort to go to the USA (or return to) by LAND and SEA.
The legislation that is causing all of this confusion is American, which is why coming TO Canada hasn't changed. If you read the websites, all of them talk about travel TO the USA. I included the site for Canadians because you can see that it does not mention any changes for the entry requirements to Canada; which it would if it was required.

At the present time you do not need a passport to come to Canada. Unfortunately if Mr. Bush has his way I am afraid we will all need passports to travel to and from Canada .
Sadfully, his plan will deeply affect commerce and eventually employment on both sides of the border.

I see you got contradictory answers. it is always helpful to have a passport, but what the new regulations SAY is that after Jan. 23, 2007, you must have a passport to travel by AIR to and from Canada. After Jan. 2008 , you will need a passport for all forms of travel to and from Canada. Go to the website listed below to read for yourself for your own peace of mind.

I am from Canada and yes you do need a passport. Before they didn't care so much, but now you do. If you decide to come up here, definitely get one

As of now .........by air yes. By land no. but I hear a passport will be needed in the future for land travel as well.
