If you are refering to a television painter then that would be Bob Ross.His show was not on in the seventies it started in the early eighties and ended in the nineties .Bob Ross passed away in 1995.May he rest in peace.

I am not sure if this is the guy you mean, but my guess would be Bob Ross. He has a "joy of paintng" show on PBS and has many kits, video's etc. But you can check out his website www.bobross.com or for his supplies www.bobrosspaints.com or type his name into any search engine and there will be a lot of pages that show up with his items.
