I know there can be swelling, growths, and death of plants from fungus, bacteria, insects, etc., but can independent bad mutation in the plants own cells resulting in cancer occur?

yes, sort of.

Plants can develop tumor like growths where cell division is uncontrolled (often called galls), and these can be due to mutations, but the galls don't cause death and never spread to other parts of the plant.
