like when the T.V is Plugged in but not on or when the lamps are plugged in but not on?

Lamps, no, TV, yes.

Items like TVs often contain clocks or memories that use a little bit of electricity when they are not in operation. The amount of electricity is miniscule, usually. One thing that will continue to use electricity needlessly when it's not plugged in in transformers, such as the one in your computer, the one hooked up to your laptop, and so forth. Many newer transformers are "switching" transformers, meaning that they will turn off when they are not in use, but some continue to use electricity and generate heat even when they're not needed. You can sometimes cut down your power bill simply by unplugging these.

The lamp does not use any electricity, really, but it is "live", meaning that you could get shocked if you dropped it into the bathtub or something.

I had seen a news story on this. It was called, ghost machines, or something like that. Well apparently even when not on, electronics still soak up some power. Its minimal, but it does happen.

When we had a brownout, my TV kept flickering off and on. Because it was still trying to soak up what littler power there was. So did the answering machine. Had to unplug the devices for it to stop.

your using power for the tv, but not the lamp, if theres a clock or something like that in the item when its not on, ur still using power.
