Page 13 of the instructions for the 1040 have the filing requirements for dependents. The relevant portion is copied here

Single dependents. Were you either age 65 or older or blind?
No. You must file a return if any of the following apply.
• Your unearned income was over $850.
• Your earned income was over $5,150.
• Your gross income was more than the larger of—
• $850, or
• Your earned income (up to $4,850) plus $300.

If you had any Federal income tax withheld and your income was below these amounts, you should file and claim a refund of the amount withheld.
