I'm writing this with the assumption that u are in the relationship already. Don't say "I love u" it'll probably scare him away, you know guys they are afraid of commitment. Give him little nudges in that direction. Just act like yourself, sweet and innocent. If he loves u well he'll be overprotective and kind of bossy sometimes in the attractive caring way. I hope he's not the jealous type. If he is you can go out late. When he storms in to get you , just try to be the independent person that know u are. If you sense him twitch and he loses his composure, well you hit the spot and if it hurts him that much he probably cares a lot.

make hints like looking in the eyes, invite him to share some stuff with him I myself has got the same and I am still waiting for him to move but I do not advise u to do so, but u have to hint alot about the guy that U are in love wiht and he does not know about it and one day he might ask u about him so do not hesitate as i did but go ahead and tell him that is uuuuuuuuuuuuuu.

telling him about your routine life n problems n having his suggestions.
having his permission or opinion before going in a party or concert.
wishing him by cards.
invite him n cook sumthing specially for him wat he likes.
i thinks its more than enough to tell a guy u luv him without saying a single word!
