I have DISH, but don't yet have DVR service or a compatible-receiver, and am wondering if I can just purchase a compatible-receiver, and just plug it in and go.

Like the others have said, you have to pay $6/mo for the DVR service. I'd suggest you call them up and speak to their retention department. Tell them you want to cancel because Comcast is offering you cable TV for $33/mo with a free PVR. Doesn't matter if you get that deal in your area or not, they don't know that. If you've been a customer for awhile, they'll offer you programming credits and cuts to your monthly service to keep you around that will likely well over negate that $6/mo fee.

You pay them a small monthly fee and they give you the receiver (or mutiple ones if you want). It's worth it. This is the way to go, because you want it to be integrated with your program listings so you can select which programs you want to record on your menus and let it record them for you. You should be able to record like 3 or more programs at once or something. It's really great. And you can fast-forward through commercials, save them for a set time period, have it record them daily, weekly, whatever, pause live TV and rewind live TV.
