my mom's fiance was married in the LDS temple, then got a civil divorce, now he and mom are talking about getting married, but he didn't file paperwork of the divorce with the church, what does he need to do so that they can be married in the eyes of God and the law?

I don't know if you're LDS or not, but you're talking about two separate things here. Your Mom's fiance got a civil divorce, so he can marry outside the temple if he wants to with no extra paperwork being filed. If your Mom is LDS and they want to be married in the temple, then he needs to get a temple divorce. I know of people who have gotten them, and they can take some time because the breaking of a sealing ordinance is taken very seriously. He needs to make an appointment to talk with the Temple President of the temple district he is in. The Temple President will know how to proceed. If he does not know how to get in touch with the Temple President, try contacting the Stake President or his Bishop, they will have the number for the Temple President, and may be able to provide further advice.

I wasn't aware the LDS granted divorces. He doesn't need to file any paperwork with the church for the new marriage to be legal. He has done that part. Not all churches will allow you to be married in them after a divorce.

My parents were also married in the temple then divorced. I know she couldn't get a "temple" divorce until she was ready to get married again...I would say they just need to talk to their bishop and stake president and they will know what to do.

He needs to talk to his bishop and stake president to get the paperwork to send to Salt Lake City. There also has to be a good reason they got divorce or it will not be granted.
