It is exactly as you have said: it's called the bulb. There are several structures involved in hair growth:

1) Follicle - the shaft that starts at the surface of the scalp and is an inward "tube" burrowed through the epidermis which houses the root of the hair. A follicle is *not* part of the hair shaft.

2) Root - the part of the hair strand implanted into the follicle.

3) Shaft - the part of the hair strand which protrudes out of the follicle to the exterior of the scalp.

How hair grows is a pretty involved process; far too complex for this discussion. But suffice it to say that the bulb is the white portion that is *stuck* to the end of the root of the hair and is held in place within the follicle.

See link 1 below for a simple summary of hair construction.
See link 2 for a lengthy and very involved dissection of hair, the follicle, and everything involved in hair growth. It's pretty fascinating!

The white bulb is called a hair bulb and it's in your scalp unless you pluck it you will see it. However that is not a good idea you only have 7 to 10 for a lifetime in each place where the hair on your head grows.

That's the 'root' or more exactly the layer of cells lining the inside of the follicle. Yanking out hair by the roots usually doesn't kill the follicle, but it can 'shock' it into a period of inactivity while the lining recovers. It also hurts - ow!

It happens when you have split ends and you rip them off or they rip off automatically. Go to a salon and ask if they recommend any shampoo that gets rid of split ends and tell them to trim your hair. And go to trim your hair every 4-6 months.

That white thing is your root. If you take out a hair, you can see it.
