The cameras can't, but there's a human who looks at the pictures.

Normally speed cameras only identify the car by the plate number so the ticket normally doesn't go against the driver's record but it's still a ticket and whoever owns the car has to pay the cost. In Iowa the cameras were just declared unconstitutional so we may not have to worry about them for too much longer anyway. Good luck with fighting it.

By manual detection i take it you mean it was either a camera van or a copper with a radar gun ?
If this is the case then the van can get your picture if you where travelling toward`s it !
If it`s a copper with a radar gun then no he would not of got your picture !
In any case the only time a picture get`s brought forward is when you contest it and it go`s to court !
If you just accept it and pay the fine & take the point`s then it is taken no further !
I do know a lot of people pay other people to take point`s for them ( even people who only have provisional licences ) althoght it is illegal They do get away with it as the computer recognises that the fine has been paid and the point`s dished out !
I must point out to you that this action is illegal so be care full ............

They can take a picture of the driver but that is not the important part. The fine is imposed on the owner of the tags. It is expected that a vehicle registrant will only allow his/her vehicle to only be driven responsibly and by the law.
Here in Ohio, points are not levied against one's license for camera-caught speed or red light infractions but the fees must be paid to renew the tags.

Well the camera takes a picture of your license plate. If that is your car registration/plate, then you are the driver. NOW, let's say you lent your car to someone and they did the speeding?
Easy to fix. Just go get the money from them and don't lend your car out anymore.

The ones in my state can. But if your car belongs to someone else (i.e. your parents, spouse, etc.) they can send a copy of their driver's license and prove that the pic doesn't look like them, and the ticket gets dismissed.

Yes, if there is doubt about the driver they can zoom in and identify the driver - or rather identify if the driver isnt you xxx
