1. The honours lists are issued by 10 Downing Street (as in the link below), and you can e-mail the Prime Minister! One of his hacks will respond, but you might get some lists, though it is unlikely that they will be selective.

3. Personally I think you are on a hiding to nowhere for the following reasons:-
a) all kinds of honours are awarded at the same time, so people are going to be suspicious of why you are focused solely on the MBE;
b) as already indicated, you need to be clear about what you mean by "people in Sierra Leone", in pre-independence times;
c) you want information covering a period 41 years, and each year has two lists, so (even allowing for possible years without honours - WW2?) that means dozens of lists and hundreds of names;
d) it may be difficult to identify "peoole in Sierra Leone", even when you have defined what this means.

4. If it has something to do with this Rev. Macaulay, who you have mentioned without explanation, is it just that you want to check if he got the MBE? If so, maybe the Church of England can advise.

People currently in Sierra Leone, or who were there when they received the MBE?

I think you'll need a (LONG) list of all of the MBEs in that time, and then research each.
