Your best bet is specialty stores, search them on the web. Also, if you decide to just search for the divices them selves, search: electronic bugs, or search: spy. Both of those will come up with search results for very small camras and microphones.
Sorry to say, my bet would be that you wouldn't be able to find a mini camra for under $1000. Bugs (mini microphones) should cost as much though, I would say about $250
