Yep, you sure can.
The IRS does pay bounties for tax recoveries as well. (Make sure that you claim that income though. They'll be watching closely.)
Be sure that you're playing this one straight. They take a very dim view of false claims.

You were the kid in class who always reminded the teacher to give out homework just before the bell rang, huh?
You have no business reporting someone to the IRS, especially since the IRS is taking our personal income illegally. You must feel very powerless in your life if you want to report people to the IRS. You should be ashamed, and mind your own business.
But I don't feel sorry for you. I feel contempt. And when the IRS decides to audit YOU, then I'll laugh! What goes around comes around.
Remember, NOBODY likes a snitch!
If you are truly a socially conscious person, Google the film titled: Freedom To Fascism.
It's on the web, and just might open your eyes.
To answer your later entry, How is it bad Karma if they're breaking the law? Maybe they AREN'T breaking the law! There is NO LAW in the US that compels individuals to pay taxes on earned wages at the Federal level! Corporations, yes. Individual wage earners, NO! Unfortunately, most Americans have been cowed into believing they have to pay the IRS a tax upon their wages. Watch the film I listed above, it clearly shows the facts of a corrupt system.
Educate yourself before you try to get other people in trouble!

Now why would you want to go and do that? You can report anybody you want, but that doesn't mean any action will be taken. You should talk to the person or better yet, mind your own business.

You can report them - they could face a prison sentence or at the least a very hefty fine. I think there is a website where you can report this anonymously.

Here is a link to report them. They may get fines and jail - you may get a reward.
