North Carolina sells wine in Target stores.

I think it's any state where a grocery store can sell wine. (Target has a grocery section.) That includes Texas and California. It doesn't include New York.

As long as Target has fulfilled the local licensing requirements I would think they could sell wine in any state.

Some Iowa targets do, some don't. It depends if they have a liquor license.

I don't know all of them, but here in Arizona they are allowed.
