If your traveling at night and you see a car on the road swerving and maybe speeding. The person is clearly driving like an idiot, they may or may not be drunk. Would you call the police on the spot and report this person?

Yes. I've done it before. The man I was following looked like he recently had a stroke. I felt bad for the guy, but I felt obligated to contact the police. Everyone else was just passing the guy. The police finally met up with the guy and I explained everything I had witnessed and I'm not sure what the end results were.

You can call the police and provide them with make, model, colour, plate, direction of travel. If there are patrol cars in the area they may be able to stop them. I have caught many impaired drivers based on 911 cell phone calls from concerned citizens.

Yes. In fact, I have a friend who was out and got sideswiped by a car whom the driver turned out to be drunk. She and her friends turned around, called the cops, and the cops arrested him.
