I want to be able to do things like making color photos black & white, be able to touch up existing details, and I would also like the program to have a good tool for smudging and blending edges.

I will recommend two:
First is picasa by Google.
Second is the GIMP at http://www.gimp.org
GIMP is full featured. Picasa is user friendly.

Well, Photoshop is the photo editor out there, and if u download it as a torrent you could probably find free ones online!! It has everything on it and professionals use it to make photos better!
