what about excesss skin under the chin also?

I have a large chest but other than that I am evenly proportioned. My mom and sister also have it.

Posture, posture, posture! Hold your head up high and bring your shoulders back. This may be uncomfortable at first because if you are developing a hump-back/neck, this means your spine is actually curving due to poor posture. Extra fat may also contribute to the hump so weight loss may be helpful. This is not an area that can be spot-toned so overall weight loss is necessary.
(This is assuming that you are not on long-term prednisone or the like... in which case that is another story)

You should really go to a doctor for an evaluation. My wife had a bump in the same location and it was due to a misaligned vertibrae. She needed physical therapy and some expert massages to help realign. She also had to work on her posutre a bit. I was amazed at how quickly the bump reduced in size - not gone, but well under control in just a few weeks.
