I've lived in New York City, NY; Washington, D.C., Bethlehem, PA and various suburbs of Philadelphia.
I'm actually going to be a father later this month and I recently purchased a home in the Philadelphia suburbs. The housing prices, for the NE, is fairly inexpensive compared to D.C., NY, Boston (like Brookline, for instance), etc. The school system is top notch (some of the best in the nation). It's fairly quiet, lots of parks, and close to New York and D.C. (1.5 to 2 hours, tops). There's quite a few museums, and the city of Philadelphia itself is a huge resource. There's been an upswing in the city in the tech sector, and especially the bioengineering sector (quite a few grants to local businesses).
I will also say Chevy Chase, D.C. was absolutely phenomenal. The housing was extremely expensive, but it is a gorgeous neighborhood, and extremely well educated (that's where all the professors of the various universities reside, and there are several embassies in the neighborhood).
I can't say that I've ever lived in the South, but census info puts it further down in rank in terms of income, employment, schooling, etc.

Lititz, Pennsylvania. It's a beautiful small town with lots of parks and a few attractions that are appropriate for kids. Quick driving distance to two children's museums (under 30 minutes). There's a chocolate factory in town so the town always smells heavenly. The town is well kept and the school district is phenomenal. Lititz is just a few minutes from Lancaster city and York city and also within a quick commute of Reading. It's only about an hour from Philadelphia and all of the culture there. Though the actual town of Lititz is small and quaint, there's a lot to do in the surrounding areas, we even have a choo-choo museum with real train rides in a nearby town. Outside of Lititz is mostly surrounded by beautiful farm land. There's very little crime in the area. I can't think of a nicer place to live.

I was born and raised in the suburbs of Philly. I think it has been very nice. I am now raising my children here. We have good schools and certain areas have more community feel than others. Pennsylvania is a beautiful state with many areas to explore. In the future we are looking to relocate either to the coast or south because we love the coastal areas too. I did recently hear that Brick ,NJ was rated the safest town in America. Maybe you could look into that. Good Luck!

Berkeley, California. It's in the Sf bay area. Great people . There's a hands on children's museum here. Berkeley bowl has the cheapest and freshest produce of any where. BART (like subway) and buses. Lot's to do here, and access to other neighboring cities. Cultural diversity . Good schools. I was born and raised here and I love it. I'm Bi-racial. Used to be Jewish now Muslim. Wear a head scarf. Never had a problem with negative treatment in my life. There's room for everyone .Come here !

I would say the suburbs of Philadephia, I almost moved there but wasn't comfortable being that close to New Jersey. Everywhere else in the Northeast really sucks if you want open spaces and a good quality of life! Traffic is awful, and housing prices are just not worth it. Plus, do you really want your child to develop an annoying accent?

Maine is a beautiful, clean state with friendly people and great seafood. There are beautiful woodlands and it is very family oriented. I like the Portland area.
