Your cat may have a urinary tract infection. Bring him to your vet as soon as possible.
However, if he uses his litterbox, he may just be very particular. I only buy premium cat litter for my kitties and I clean it at least twice a day, and it would not surprise me in the least if they refused to use their litterbox if it wasn't clean or if the litter was the cheap stuff.
If your cat only uses the litter when it is clean, full and quality litter, seems to me like your solution is simple: keep the litterbox clean (scooping twice a day is not unreasonable - get another litterbox if you want), keep several inches of premium quality cat litter, and your cat should use his litterbox.
You should definitely consults your vet if he is still having problems using the litterbox, though, as urinary tract infections are common among older cats.

He's probably so senile that he forgets where the litter box is. That happens alot with old cats. I've seen it happen hundreds of times because i'm a vet. I don't think there is anything that you can do about this, but you can try using deep enough litter and make sure you make it smell clean. You wouldn't want to use it in a dirty bathroom huh? Also try to put down some sticy tape where he pees and he'll walk away. If that don't work you could put up several litter pans around the house because he probably is so slow that he can't make to the bathroom fast enough like he used to. That way he can at least make it. Good Luck!!!

It is not abnormal to scoop your box several times a day. I clean my cat's box as often as there is anything in it. This way your house won't stink like the cat box.
Since your cat likes the box full then keep it full. That also keeps down the smell.
If he is really peeing like a flood you need to take him to the vet. Does he drink a lot of water? Most cats don't drink much water and their pee is very concentrated (which is why is smells so bad).

Beer is a diuretic and pulls extra water out of your body so you pee a lot. If it keeps up into afternoon, the cat will become dehydrated and possibly die. Also, you may have damaged its kidneys. Take it to a vet if it doesn't stop, and please don't ever do that again. It's really not particularly funny (neither is blowing pot smoke in a cats' face ), and may cause permanent damage to, or possibly even kill, a cat.

Take the cat to the vet. I have a friend who had a cat that was old and that had the same exact problem, and it turned out to be diabetes. Perhaps if that's the case, some insulin shots may cure the problem or at least help it.

If he's old, he might have diabetes. My 18-year-old cat is the same way. Go to a vet and see if they can check. Sometimes it costs money to take a test to check for diseases, and you could buy medicine to feed him regularily. But just make sure he drinks a lot of water, and he should be fine for a little while if you don't decide to give him medication.

Keep his litterbox clean and with enough sand in it. There is no other way... I wish my cat would pee so well, he had a blockage and sometimes he can't pee, and he had surgery, well, trust me, this is much worse than your case!

Well, I would try stuffing a cork in him so it can't come out....
But seriously, it sounds like he may have a urinary track infection. If you take him to the vet, they will be able to confirm this and give him antibiotics, which should clear it up. Or, it could just be that he's getting old. But my bet is still on the urinary track infection.
