Yes, it will. At least on my telephone network it does. Unless you have voicemail.
On your end, you'll get the recording telling you "If you'd like to make a call, hang up and dial now", but then it will give you the terrible fast busy sound for a minute or so, and then be silent. So unless you pick up the phone and realize one of them is off the hook after that, you wouldn't know.

Yes what happens is the telephone switch recognizes that the line has gone off hook and it hasnt recieved any digits from the instrament. The switch will eventually put it into a permanent lock out state. The tone you here will eventually go away after about a minute or 2. When you hang up the phone it may take a few minutes for it to reset itself. And yes any incoming calls will recieve a busy signal, unless you have voicemail set up on the line

If you have voice mail through the phone company, the call will forward to your voice mail.

yea....but i think if u have a answering machine it will not show a busy signal!
