wearing a ski mask around town in the dead of summer might do the trick- especially if you do all your shopping and banking in that getup.
My brother went into a store, picked a pair of lacy womens' panties out of a bin, put them on over his trousers, and walked around the entire store like that on a dare. He nearly got arrested for shoplifting, though he never actually left the store.
I liked Lincoln's answer about the white powder - only make the white powder flour, baking soda, or powdered sugar, and have some of it dusted under your nose
