The recommended amount of time to do cardio and see a result is 45 minutes. If you do more you'll stress your body and create acid. This will delay your weight loss. So the best would be 45 minutes.
The only exercise I know what can give you a great cardiovascular result without investing the 45 minutes is wind sprints. This requires 20 minutes in total and should be done on an empty stomach (sure, you can drink water).
Start by walking 2 minutes, followed by trotting 2 minutes and then running full force 2 minutes. Then go back to walking 2 minutes, trotting 2 minutes, and running 2 minutes. And last but not least walk 2 minutes, trot 2 minutes and run full force 2 minutes. Then rest by walking 2 minutes. Start slow till you build your endurance. Drink plenty of water afterwards. And if you can avoid eating or drinking anything (except water) for one hour, this makes your body burn more calories from fat.

Weight loss is a simple equation of calories-in minus calories-out so from a purely physical standpoint the more exercise you do the more weight you'll lose. But you have to approach this from a lifelong POV, because you can't exercise for 3 hours everyday forever, you'll get burned out. You need to create balanced diet & exercise routine.

If you drive a car at the same speed for 45 minutes compared to 3 hours..which uses up more gas?
It's time to use common sense. 3 hours burns more energy even if the level of intensity was slightly lower.
