People are putting their children in school WAY too early these days. There are 2 yr. olds and even some 1 yr. olds in preschool.
I personally don't believe in preschool. Children who are put in social settings too early on in life tend to have social problems later on. Not to mention, your child needs you at this age. These are the early years and if mom and dad are not present it can have negative effects. Plus, your child could learn way more from spending the day with you then they will at any preschool.
People use the arguement "It'll give them a good start for school later on" but that is a weak arguement. I never went to preschool and was a straight A student.
If you must send your child to preschool, I think an appropriate age is 4 yrs. old. There is no need for a 2 or 3 yr. old to be going to school. They are still toddlers at this age and need mom and dad.

Depends on the preschool here where I live in Texas they can start as early as 2

In most places they have to be two and potty trained. Many centers have a large staff to child ratio of 12:1, so they can't handle that many children who would have diapers. Generally, places that take children under two, who are not potty trained, charge more for daycare.
On a side note, children who attend preschool have many more benefits than children who don't attend. They have LESS social problems, because they are exposed to situations and peers, and they have many academic advancements. Children who attend preschool are more likely to do well in school later on, and more likely to graduate high school and go to college. Preschool children are an average of 2 years AHEAD in kindergarten as compared to a child who enters kindergarten with no preschool experience. Children are more capable of following directions, develop important and critical reading/writing skills, refine their coordination skills, and gain mastery in language and speech. The first five years of a child's life are when they learn and absorb the most information- they are the most critical.

As a preschool teacher the standard age is 3. 4 in considered pre K and 5 would be K if there birthday falls before Nov. 1st I think in most states.

2 years and 9 months is the age when the free vouchers are available from. But as a rule of thumb, it is usually when they are potty trained.

4 or 5 is the best age to start... depending on your child's birthday they will take them as soon as they turn 4 but it just depends on their birthday. If they have a later birthday like in september they wont take them in till they turn 5.
