Singapore was once owned by the United Kingdom, and that's why they speak English. Just because a country is "foreign", doesn't mean they can't speak English. Many former British colonies speak English today:

United States
Canada
Singapore
Nigeria
South Africa
India (although many people prefer native languages)

Think about it, why do the Brazilians speak Portugese? Why does most of Latin America speak Spanish? Why does much of West Africa speak French? All of these are because the European nations where these languages originated from once ruled these areas, so over time, the natives learned the new language until it became the main language.

(There are still people in Singapore and the other nations listed that speak regional languages and dialects. Singapore is actually quite diverse, so there are many Chinese, Malaysians, and other groups in Singapore)
