It is very hard for people to leave China. They need an excuse or a reason to come here. The Chinese government limits visas, especially to young people, because they are afraid that when they reach America they will stay here illegally. To get a visa, the person has to file and wait for a very long time, and after that they have to go to the American consulate and meet face to face with officials. Since she doesn't have any blood relation to you, it only adds to her difficulties. The only way she could come to America would be on an organized tour from China, where the guides will temporarily hold her passport. Very difficult to visit America without any help.

As long as she gets a passport, and a visa from the US government (or from the government of what ever country you are from). These can be gotten through embassies. Generally a tourist visa is no problem.
China may be a communist country in name, but it is more of a socialistic government, with a more and more capitalist economics.

To leave China is no problem, but the problem is getting the visa for the country they want to go to. At this time it is very easy for a Chinese to obtain a passport. In China as I type and asked my Chinese colleague.

no problem, first she must have a chinese passport. then she must get a visa to visit here, there's the problem, it takes quite a while to get that. it would be easier for you to visit her........same requirements. get a passport. 6 weeks to get it. a visa, no problem, you can get that in a week to 10 days. you would really get a lot out of visiting china, lots of history and an extremely interesting place to go.

It would be the US government that would not issue her a visa. China doesn't care if she leaves.
