Actually I guess you are all wrong...
Chocolate can be both candy and not candy: We call usually chocolate candy because it is made from Non-Sugared chocolate and sugar. The true non-sugared chocolate tastes very salty.

It can be-it depends on what you do with it.
It's actually a derivative of the cacao bean.
When it is mixed with sugar and butter it becomes what is known to be candy, but in it's original form it is the cacao bean.
