The military had many issues in rules of engagement sent from the white houe, so as not to bring China into the war. The military had to fight with one hand tied behind it's back, and jump over miles of red tape.
In order to have won the war air strikes would have had been necassary over certain lines, and more in Hanoi. Not to mention the dmz would have had to been established at a larger scale and patroled more freguently.

The real answer is the South Vietnamese people. Their failure to assume responsibility and defend themselves cost them their freedom. Instead the relyed on various powers to fight the war for them and when that support went away they were powerless to resist the North.
