You could use paintshop or photoshop to improve the clarity slightly but with the resolution you stated the image isn't going to be able to be blown up much larger than its original size which it sounds like isn't much bigger than a thumbnail. If the picture must be improved have it printed at a photo store at its original size and take a picture of it trying to get as much of it into the frame and without shadows this will give you more pixels to work with but you still won't get much of an improvement with that resolution being so small.
Good luck!

Of course, I can't see your photo and I'd offer to help, but I've got to tell you - there will NOT be much improvement. This is not a very big image and there is just not enough to work with.

The stuff you see them do on CSI shows is not really real. I think they start with a good image and then fuzz it up so they can act like they are performing miracles as they un-fuzz it. You can do SOME enhancement, but nothing like they show.

Sounds like a photo taken with a camera phone...or just a very small photo.
Unfortunately, that size photo is so small and of a very poor quality and you will not be able to do much to improve it.
