Supposedly a woman comes of age at 18 or 21 but I personally did not feel like a woman until I was about 25.

It's not a question of age, but of maturity. I know some 16-year-olds that I would call "women" and I know some 35-year-olds that I would call "girls."

So what does maturity mean for a woman? Intelligence, a desire to improve themselves, the ability to support themselves without someone else's help -- each of these things makes a woman (or a man) a mature person.

A girl becomes a woman when she starts her period. Some never however become a lady

Difficult question. I've met many women who are not ladies and many young women who are very refined.
To me, what defines a lady is class, refinement, eloquence, etiquette, manners, selflessness and a generous nature. Money never has anything to do with it and a woman is never a lady nuntil she attains these qualities.
All the qualities you possess in abundance, I'm sure.

A little girl goes through puberty, becomes a teen, grows into "young womanhood", then a "mature woman". Sometime inbetween she makes herself a lady by the way she presents herself....(or not!)

Depends on how you want to define lady/woman...

-biologically, when she first menstruates
-sexually, when she either loses her virginity or is ready to do so
-legally, when she turns 18 years old
-mentally, when she becomes fully aware of and responsible for her actions
-emotionally, when she begins considering other people's needs as well as her own
