Get him to the vet asap. Keep on hand for future use a can of regular Coke. Yes Coke. A poodle breeder that is a friend of mine uses if she has a puppy do the same thing. Works the fastest until you can get the vet to do some thing more.
The tiny dogs need to eat about every two to three hours and a lot depends on their activity level. Also make sure to use a small breed puppy food like Pro Plan, Iams or what the breeder recommends. Considering you have a designer dog, I would go with the vet recommendation over the breeder.

He sounds like he may have low-blood sugar from not eating. Give him karo syrup immediately. If he does not respond within 15 minutes, get him to the vets. Poms are very delicate dogs, particularly as puppies. Getting them through the first 3-6 months of their lives (and longer) is very challenging. Realistically, poms should not leave the breeders house before 12 weeks but that's neither here nor there.
Secondly, make sure that you get him to eat. Try mixing baby food (beechnut stage 1 meats, NO HAM) into his food. Make sure he has access to food and water at all times. Encourage him to eat three to four times a day. Toy breeds are more delicate than larger breeds, particularly in the first 3 months (hence why they should remain with the breeder until 12 weeks).

Yes, it definitely sounds like hypoglycemia(low blood sugar). If you have some karo syrup, nutrical or honey, put some on its gums then go to the vet!! Your pup could die! This is one of the problems with a tiny tiny pup. Another poster said to give 2 tbsp Karo syrup. That is way too much. Just rub some onto the gums. Forget the coke!!! People are giving some weird ideas. I hope the baby will be okay.

Tiny dogs often get blood sugar issues. Spoon some karo syrup or pancake syrup into his mouth, right away. Try 2 tablespoons.
Wait 10 minutes. If he's not better, give him another spoonful.
Wait another 10 minutes. If no improvement, RUSH him to the nearest vet. I have a tiny chihuahua puppy who has similar issues.
The syrup usually works.

Has he been started with his vaccinations? Parvo can cause similar symtoms, as well as diarhea and others.
This puppy needs to be seen by a vet! No 9 week old puppy should be lethargic and not eating.

when it comes to some health problem with your pet that is a mite more serious, then l think you should call your vet. health problems are a little to hard on the whole of our people. but when it comes to training, the questions are a little easier to answer. l may ask questions like how to do a training or breaking habit but when it comes to my pets [ babies ] l call the vet

How long have you had the dog and is it peeing and pooping? How do you know his temperature is normal? Have you had it around other dogs, and is there any sign of vomiting or runny stools? WATER ONLY, NO SUGAR do not give it any syrup it could be diabetic.
