the idea it u can get the visa very easily but for specific period of time like tourism or traveling to visit someone

when romania entered the EU, anyone can visit another country that belongs already to the EU, and can enter just with their identity card... a visa is required for work, study or maybe a longer stay in those specifics countries...

A visa for Romania is simply that - it would not entitle you to go anywhere else; although crossing borders would probably be easy as there may be fewer checks, your presence in any other country that normally requires a visa for your nationality would be illegal, and you could be deported to your country of origin.
