When they are at their cheapest ;) but seriously.....

Depends where you are going and with what airline.

Alot of airlines have things called 'happy hour" between 12:00 and 1:00pm when their flights are cheaper than normal for this hour. Such as the australian airline virgin blue.

I find the best thing to do is watch the price of flights online for a week or so and you will be able to get a cheaper fair.

As in terms of site traffic when buying online anytime at night is better because there is not as many people ordering online.

The earlier the better. If you want to travel to another country and don't care about the weather, going when it's their winter can reduce the price by over 60%. In 2002, I went to Australia during their winter when the temperature was 75F. The ticket cost like $900. If I went in their summer, the ticket would have cost $3,500. Also weekdays are often cheaper than weekends.
