It depends on what format you have to work with. Typically MP4 is smaller. You have to also consider quality. Normally when you compress a video you will sacrifice quality.

windows movie maker is standard with windows usually, and can compress outside video clips into dead small files...

yes there is a program that can compress video clips ,you can get it from the internet,also wondows xp comes with it automaticly

windows movie maker can do it, or winzip.
also any zip drive will compress it for storage.
