CDs are actually not cheap wedding favors. You can get CD label paper at any office supply store, but be warned that the labels peel off in car stereos and make the CD jam. You could use a LightScribe, but it's a little pricey.

Walmart has the cheapest blank CDs I've found.

I burned CDs at domicile and used brown lunch luggage as covers. I only cut back the tops off and slid the CDs in, stamped a distinctly layout on them, and pasted the music checklist on back. They have been perfect!

If you buy blank paper CD covers and then print out rectangles of paper approx 4" x 2" printed with your wedding colours you can fold these and use them to seal the envelopes. Looks fantastic.
Good luck.

What you are considering is illegal. You might want to think twice about pirating music.

"Pirate recordings are the unauthorized duplication of only the sound of legitimate recordings, as opposed to all the packaging, i.e. the original art, label, title, sequencing, combination of titles etc. This includes mixed tapes and compilation CDs featuring one or more artists." http://www.riaa.com/issues/piracy/default.asp
