If your abs are well developed higher up and not above your groin, then it's because you're using the higher ones to do your sit-ups! To even it out, you need to really pull your lower stomach in before you crunch, really focus on your lower abdomen doing the work. try and get your stomach to touch the inside of your spine (obv not possible, but a good image). you could do 1,000,000 sit-ups, but unless you do them with the right technique (and i recommend this one, i'm a dancer) you'll never get a properly toned, flat stomach.
