Interesting question. My guess is lack of boots on the ground and a long stretch of border -- especially with Iran. Also, isn't Iran almost entirely mountainous? The Iran-Iraq border could be a good analog to the dense jungles of Indochina if filled with the warrens between rocky hills.
Then, the other part of it is that there seems to be a profusion of small weapons already in the country -- maybe more than can be eradicated.

From the decrease of car bombs and the power of IEDs and the increase of "snipers," I think the insugents are running out of ammo. Many of the new IEDs are fake (bait used by snipers). I think much of the insugent resupply is in manpower and not heavy weapons. The supply line has also been split between Somalia, Iraq and Afganistan. Now that Somalia is probably out of the picture now, there might be a resupply to Iraq, but it's probably too late for them, when they can make more money (from drug money) in Afganistan.

Because this war is being run by politicians and the politicians have told the generals not to open that can of worms. In my opinion we should not only block those trails, but we should stop them at their sources in Syria and Iran by blowing up the particular supply buildings and factories supplying the weapons to the insurgents and the civil war in Iraq.

What makes something stated as something. somebody got here up with a popularity for people and now we together call ourselves people (as much as now as English is in contact). How are we diverse from different issues? we glance diverse, we've diverse genes, we've diverse features, and a few would say we won the breath of life from God. What makes us human in the eastern way of thinking? A human that conforms to the societal norms. Even the bible says you're a beast in case you supply your self as much as sin.

This is a great question, thank you finally a real question in this forum. Wish I had the answer. With the so called civil war in Iraq, i say move all troops to the borders and prevent movement across the border to influence the outcome, and let the Iraqi's fight it out. When we catch someone crossing the border illegally, shoot first and forget questions.

If they can drill holes down to oil deposits without them collapsing in, why can't they drill them sideways, like the tunnels from England to France? I would give the iraqui people, and the American, and Alied troops a certain time to get their familys and leave,to where? I don't know. then drop as many bunker busters that we have thruout Iraq then see what happens. They could have done the same in Vietnam. In Vietnam, the enemy were below us mostly, expecially during the day. So to kill the enemy below with bomb's, they had to kill us and civilians first.

This isn't going to be over by 2008. Plain and simple fact is that there just hasn't been a true war-like effort in Iraq since Saddam was removed. We have brave military people there, trying to do their job but having their hands tied by policy. They need help, more manpower and hardware and a real dedication to allow them to do what they do best and that is wage a punishing, crushing war designed to insure the enemy loses it's will to fight.
Simple answer...more people, more hardware and pound the hell out of the borders until people there get the clue that Iraq isn't friendly to their type. Curfews, checkpoints and harsh security measures until such time as we deem it safe to turn it over to Iraq.
EDIT: And demand Biometric Passports from EVERYONE.
Yes, a great question.

how else could the death squads operate cheaply?
CIA's Negroponte helped train the death squads to start a civil war between Sunni's and Shi'ia's.
Now that the fires of civil war are burning, it would be crazy for those who started the fire and starve that fire by removing it's fuel.
America does not want a strong Iraq.
The majority of Iraqis hate Americans why would you want a democratic goverment?
Iraquis fighting Iraquis is a lot less expensive.
When the Iraquis are totally exhausted and worn out, then the Americans will come out of their fox-holes and clean up.
Military planners are not telling the American people the truth.

Thumbs up! I agree with 007. At last a real question!
The U.S. forces must be taxed to maintain a 'Green Zone', and patrol or monitor every inch of the sand and rock which share the borders of Syria, Jordan, and Iran. Let's see what the 'experts' say...Go ahead, give me your thumbs down. I never claimed to know everything.

We cant even protect our own boarders, we just don't have the boots on the ground to help with Iraq's, it would help if their was a fence.
