If speaking was as valuable as silver then keeping quiet is as valuable as gold.
in other words it's better not to say anything sometimes instaead of saying the wrong thing and ending up hurting people

I think it is literally "if speech is made from silver, then silence is made from gold" - one's words may be eloquent, but one's silence may more meaningful.
