Yes. My better 1/2 works for the largest shipper in the world (US Postal Service) and 70% of their facilities now X-Ray packages for explosives, or weapons. About 50% of the facilities check mail for contagions as well, using new equipment.

Federal Express and UPS are also required to X-ray packages for illegal arms, but do not have to check for contagions.

No. Think about it. They don't have time to X-ray millions of packages. That would have to be done one by one, and they just don't have the time to do that.
