It's called presentation... it's all about how it looks.
Can you imagine chickens having other things than wings in that particualr place? Hahahaha! They would be less appealing without.
Anyway, and they do fly, but not long distances, and flap their wings to jump high on the fence, or on the top of the greenhouse where mine always fly... I keep thinking how the heck do they get up there? The answer seems mind boggeling for some, but they actually do fly.
And I have to agree it's the yummiest part.
It'a also advertisement must have... The Buffalo wings or the hot wings would not sell if they didn't have wings to begin with...

They can fly, sort of. We had a bunch of chickens when I was a kid and they could flap their wings, jump and fly a bit when they wanted to escape danger. They'd usually get about 20-25 feet but I think they can go farther. If they got out at night, we could find them sleeping up in a tree about 15 feet off the ground. I think it's mostly just a way to flop around and get away from predators.

Evolution. The ability for foul or bird for flight is in direct proportion to the size of the wings and the weight of the body.
I didn't think that turkeys could really fly but at night where I live they fly up to the top of telephone poles and roost for protection. And, it is a funny sight when accustomed to seeing small birds way up there.
The roadrunner also has small rounded wings but can fly. Evolution has prepared them for mainly ground activity. They fly but for only short distances. They seem to prefer ground travel and can run at about 18 mph.

For the same reason that Maya Angelou wrote "I know why the caged bird sings". Originally, chickens were meant to fly (perhaps) but in any event they can flap those wings and flap and peck an enemy away from their young. Still makes for great protection and it may provide them with a sense of freedom (who knows their capacity to "think"?)

Chickens can fly. Their wings are clipped to keep them from flying away.

enjoyed ones chickens have been bred from the crimson jungle rooster of Asia. The jungle rooster do fly in spite of the fact that they spend lots of the time on the floor searching for nutrition. Even the fattest chickens can fly adequate to stand up onto a roost at evening. My chooks could recover from the fence around their enclosure if i did not shop their wings clipped.
